Today only, participating Baskin-Robbins locations offers any size ice cream scoop for $1.31 as part of its Celebrate 31 promotion. Some exclusions apply, and waffle cones and toppings are extra. They will be offering this on the 31st of every month in 2016, so be sure and mark your calendars!
